Evaluation on Revolution of Rural Finance


1. Evaluation report of Taizhou Small and Micro Enterprise Financial Services Reform and Innovation Pilot Zone in Taizhou City, Zhejiang Province(Completed)

CAFI implemented an evaluation and summary of reform results, "Financial Services Reform and Innovation Pilot Area at small and Micro Enterprises" in Taizhou, Zhejiang Province, from 2016 to 2021. It got the support of the Financial Work Office of the Taizhou Government, the Taizhou Central Branch of the People's Bank of China (PBOC) and the Taizhou Branch of the Banking and Insurance Regulatory Commission. The report believes that Taizhou's financial reform pilot has achieved remarkable results at the macro and micro levels and has formed the "four points" experience of "the government are promising, the competition is moderate, the linkage is effective, and the credit is measurable. " In the future, Taizhou can further deepen reforms by setting up a financial service reform and innovation demonstration zone and strengthening the six major measures of "optimizing goals, deepening reforms, improving ecology, transformation and upgrading, innovating theory, and surpassing finance," 


2. The Effect of Rural Financial Reform on the People in Poverty(Completed)

The report takes the case of the rural financial reform in Tiandong County, Guangxi Province. It analyzes how governments in poverty-stricken areas play a role in promoting the development of inclusive finance. The main conclusions of the report include: first, the government's active action has significantly increased the inclusiveness of rural finance; Second, the credit system has increased the opportunities for farmers to use credit, the income of rural residents and promoted the macroeconomy development; Third, the development of finance inclusion promotes more inclusive and balanced economic growth.

3. MoA Research Project on Mid-Term Evaluation of Rural Reform Pilot Zones (Completed)

Under the commission of the Ministry of Agriculture and Rural Affairs, CAFI conducted mid-term evaluation and performance review on "rural financial reform experiments" in all reform pilot zones across the country in order to distill insights and lessons for further reform experiments in such pilot zones. In August 2020, CAFI project teams visited Suzhou, Jiangsu Province, Jinzhai, Anhui Province, Qingyuan, Guangdong Province, and Yujiang, Jiangxi Province for fact finding on the regions' rural financial innovations, and had an online interview with related government departments and financial institutes in Wuhan, Hubei Province and Meitan, Guizhou Province. All this serve as a solid underpinning for the compiling of research report.

4. Assessment of the Effectiveness of Rural Finance Reform at Lishui, Zhejiang Province (Completed)

Entrusted by Lishui City Government, Zhejiang Province, CAFI conducted a survey in June 2018 on the effectiveness of rural finance reform at Lishui. Over 3000 questionnaires for individuals and more than 600 for small and medium-sized businesses were collected, and interviews with the representatives of local government agencies and financial sector administered during the survey.

5. Industrial Finance Development Index in Taizhou City (Completed)

CAFI launched research project on Industrial Finance Development Index in Taizhou City project in mid-March, 2020. Intended to give a comprehensive and truthful appraisal to Taizhou City's financial reform pilot project, started in 2016, so as to facilitate finance's support to the city's industrial transformation and upgrading, the Project investigated industrial development in Taizhou, designed an industrial finance development indicator system, analyzed finance's role in facilitating industrial transformation and upgrading, evaluated the reform's achievements, problems that needs to be addressed, and experiences and models that can be distilled, and put forward recommendations to deepen the reform.
